Obama did NOT make a promise to stop partisan bickering...
Partisan bickering is what interfered with keeping SOME of his promises...

and NO, how often have you EVER heard folks say they won't vote for so'n'so because they only kept 19% of their promises?

or accusations that so'n'so DIDN'T keep their campaign promises so they are a failure?
