should be the last resort, and it should also be borne in mind that launching attacks on another country, regardless of target, qualifies as an act of war.

If I were the leader of Pakistan and foreign military forces were launching attacks upon my country I would mobilize the military and order a military response against that country's assets wherever possible.

And then it can escalate from there.

There's a mindset among Americans that they can attack whomever they wish, wherever they wish, and that those attacks should just be accepted by the other nation's of the world.

I'm not sure how much longer that mindset will have any real-world validity.
