I'm pretty sure there's no resolution covering 'getting' to do anything regarding national sovereignty, even if the country in question is harboring Satan himself.

By your logic it would be acceptable for Libya to have blown up the Whitehouse every time an F1-11 strike was ordered against Tripoli, because the US was harboring Ronald Reagan and, chances are he was going to order more attacks.

Seems like a somewhat cavalier attitude.
