Subject Why is IRS % rate abuse acceptable?

The IRS charges 5% a month or 60% a year for not turning in your forms on time. This is true even if the pre paid taxes are more than you owed for that year.

Yet credit card companies, some charging in the high 20%s, are said to be abusive by the Congress in it's hearings.

How does allowing the IRS to abuse the people at a rate more than twice what any credit card has charged fit in with a sincere concern for the people and fairness?
