As to the 2nd, the answer is yes. A man who ignores a womans "no" in a non-sexual setting is more likely to ignore a "no" in a sexual setting. I would say this is a truthful statement. Now, to what DEGREE it is truthful is hard to say...

At the basic level, a rapist is probably less likely to accept a "no" in a non-sexual setting than a non-rapist. Therefore, it makes this statement true but to a very limited degree.

Now, as to men in GENERAL... At a minimum, I would say that a man who won't respect a womans boundaries is probably statistically more likely to be a rapist simply in that rapists will fall into this category.

Now, how LIKELY is a man who won't respect a womans boundaries to be a rapist? Not very. As assholes are pretty common and rapists are pretty rare.
