He can call and file a crimianl complaint. There is NO legal requirement that you ASSIST in the investigation of a crime that you report. Now it certainly would LOOK BAD if you DO refuse to assist in the investigation of the crime you report.

Certainly he COULD have refused to do anything other than offer a written statement as to what he thought happened.

But it would have looked bad...
