With any browser you can access any number of online proxy sites. You just open a tab for each different proxy site. You can do the same using the Tor browser. With Tor, you can open as many instances as you like meaning you can have both rotating proxy IP and multiple browsers. The concurrent number is pretty much unlimited. Of course one person on one machine there's a practical limit. However, someone practiced at it, shouldn't have any issues running 20 or more anonymous users at the same time.
