Are the new security (padlock icon) options independent of whether or not the forum is leased?

Yes. The "none" permission is a premium feature, however.

Thus, is it required for a handle to be registered as an ID for a security option to be effective?

No, there a field labeled "Unregistered users" which applies to unregistered users.

It does appear that it is no longer possible to block an IP address. Is this correct?

No.

It also appears that it is now possible to block an infinite number of handles (aliases), whether or not that handle has been registerd as an ID.

I don't know what you mean. Premium DiscApps can block registered or unregistered
accounts.

It also appears that this new feature will work for both premium (leased) services and also for the ordinary advertising supported forums. Is this correct?

The "none" permission is a premium option.

How is this done now? There is no place to do it under the padlock icon.
