I would suggest taking into account the time in history that the Lindbergh kidnapping occurred. Kidnapping was more than a daily occurrence in 1932 (over 1,000 took place in 1931). It was called the "snatch racket" by the press.

Almost every kidnapping ended without tragedy. A ransom was paid, and the child was returned. In these circumstances it's not surprising that the cops took Lindy's advice. Current wisdom holds that Lindy was idolized by Schwarzkopf, and thus Lindy's wishes were honored. It's more probable that the cops simply expected the abduction to end peaceably.
