Mexican and Italian restaurants tend to be pretty good about substituting something else for meat if you ask. I used to ask for mushrooms instead of meat a lot and because mushrooms are cheaper, the Italian restaurants near me were quite happy to do it. Mexican restaurants in particular are less likely to be just heating up frozen meals than most American style restaurants. If you've got any Japanese restaurants nearby, ask for Yasai tempura, meaning all veggie. Miso soup and some sauces there often have fish broth in them so do be aware of that. There is often a slice of lemon or orange on the side. I used to just use that as my sauce.
