Certainly Caesar's writings are propaganda, as are the independent Roman historians like Tacitus. Though I think the earlier Greek historian, Polybius, is somewhat reliable. Not so sure about Josephus though, though not Roman, he had powerful motivations to please his adopted Roman imperial family. Assuming they weren't tampered with, perhaps Marcus Aurelius' diary is all we have of unguarded Roman truth.
