I would contend it isn't possible anywhere in the modern world. Give all the fundies a time machine and send them 500 to 1000 years in the past ;-)

There is a greater disruption from the idea of uniformity, than you mentioned. If there is multiplicity then we humans don't have to come to agreement, by conversation or the sword, as to what is the one true way. If there is uniformity, then we do. I am skeptical of a pluralistic empire like Alexander or Augustus ... but I am completely against the monistic empire of Constantine or Umar.
