It depends on its illegality to maintain nice fat profit margins, it's the source of employment opportunities. Should it be legalized, prices would fall and money needed desperately for black ops would shrivel. Government cannot let this happen.
Moreover, think of the reduced need for DEA "officials" and drug workers that put in honest effort to control the flow of Mary Jane to the country. You want all those fine folks without jobs? We need CIA sponsored cartels and we need folks chasing those cartel lackeys, we get two jobs for the price of one. Just like we need more and more nuclear submarines so New London, Connecticut can retain a 4 billion dollar business while tapping the taxpayer for more and more money. Let's face it, we need the war economy, war is good, war is profitable for the relatively few defense companies, profits are fat and dependable.
In the meantime, let's enjoy the pretension of being "against" marijuana legality while we support the bloated and fallacious campaign against the lowly reefer. Folks, we have it both ways and this can only be good, right? One guy digs the ditch, one guy fills it in. It's ergonomically perfect, life is good.
