Food Stamps? At restaurants?

I drive up to Richmond once a week for a Yoga Class.

On my way up I pass a Mexican restaurant in one of the poorer parts of South Richmond. They have a big banner outside -- "WE ACCEPT FOOD STAMPS".

What the hell are people on Food Stamps doing eating expensive restaurant food instead of stretching their food dollar by buying food in a grocery store?
