China was aborting females because the govt would only allow one child per couple. And the culture was that a son helped his parents in their old age. Daughters helped their husbands parents rather then their own. Having a daughter instead of a son was to take a risk that there would be nobody to help the parents when they aged. A government that can ban abortions can also force them if it thinks it's necessary.
