From the beginning of the nation, Congress imposed a probationary period which immigrants must live in the country before they become eligible to apply for citizenship. The probationary period has historically been 5 years.

But the fact that they are related doesn't mean that they are one process. An immigrant can become a legal permanent resident and never seek citizenship. Many choose to do this because they would lose privileges and/or property rights in their country of origin if they become US citizens.
