...when some refused to serve people based on race?

It is not enough to tell someone that they can find another provider of the goods or services. That is not equality under the law.

The consensual agreement is made when a person takes on the responsibilities of running a business under the laws that cover its operation. They are required to serve everyone equally, and they are not allowed to discriminate based on religion.

It is an issue of the religious freedom of those who would face discrimination, and therefore, it is a legal/government issue.

But then, is there a consistent position that would not allow FGM and yet protect people from discrimination? I think so.
