if after doing your damnedest to discourage others from giving, you had considered the following (and subsequently expanded your post beyond the "dead-end" content that you did post):

If at first you don't succeed in finding a charity that fully measures up to your expectations, try, try again.

Note, as stated in the linked article, that "at this point in time it is not certain that all these organizations will spend 100% of donations received on Hurricane Harvey relief."

And don't overlook the inclusion in the body of the article of several highly rated (3 or 4 stars) local organizations (two food banks and three animal welfare types), including Houston Food Bank which received a 4-star rating and 100.0 score from Charity Navigator. Compensation listed for HFB's President & CEO: $248,396 (0.13% of expenses).
