I found that I was treated very differently when I walked around wearing a shirt and tie than when I walked around wearing raggedy shorts and a dirty t-shirt...

People learn from past experiences. And they learn to IN GENERAL expect different behaviors from different social groupings. They learn that a person wearing a shirt and tie is far less likely to dine and dash than someone wearing raggedy shorts and a dirty t-shirt.

And why is that? Because people who wear collared shirts with ties ARE less likely to commit that particular crime than folks wearing raggedy shorts and a dirty t-shirt. But instead of WHINING that waiters keep a closer eye on those dressed that way, how about those folks dressed like that work towards getting their PEERS to stop doing it...
