Because sterilizing both is overkill, but it still needs to be done in the manner designed to result in MINIMAL unintended pregnancies.

And one unintentionally fertile male (who slipped through the sterilization cracks) in a population of generally fertile females can equate to many pregnancies in the space of one year. Whereas one unintentionally fertile female (who slipped through the sterilization cracks) in a population of generally fertile males can equate to no more than roughly one pregnancy in the space of one year.
