I am looking at the financial impact.

For someone who barely makes enough to get by before taxes are considered, a 25% tax is very financially painful. While for someone who makes much more money, a 25% tax isn't as financially painful.

The poor person has to decide whether to skip on groceries or to turn off the heat.

The rich person has to decide whether to buy another car or take one cruise this year instead of two.

I'm not even, at this point, looking at how to spend the money. I'm looking only at how to distribute the burden of paying.

This isn't about emotion.
