Why do so many computer apps use symbols instead of words?

I'm looking at my icloud photos on my Windows PC. Across the top of the screen are a bunch of symbols that I don't recognize. There are no words across the top of the screen. When I hold the mouse over the symbols, it does not show a word to describe what the symbol does. I have to click each symbol to find out what happens. Many other computer apps have the same problem.

Why do they use symbols instead of words?

Why do computer customers tolerate apps that are so non user friendly?
