I have to agree with Röllig 2004. This Aššur-nadin-apli limmu in T 93-10:10 is presumably the son of Tukulti-Ninurta I, but he was not king at the time. There is not the expected šarru, and not even uklu, after the limmu's name. Thus it cannot be a royal limmu without the royal title.
Jakob (2003, p. 108) places UDbu the mašennu of Aššur (T 93-12) in the reign of Aššur-nadin-apli and he calls this a "Sicherer Synchronismus". This is obviously because in T 93-12 Ili-pada asks Tammitte about Hatti which has to be just before Ili-pada marched to help the Hittite king of Karkemiš. Tammitte gave 164 sheep to the governors of Harran at that time and the debt was due the following year in the limmu of Aššur-Nirari uklu (T 98-110). Notice this Aššur-Nirari is called uklu otherwise it is not a royal limmu. So UDbu immediately preceded the royal limmu year of Aššur-Nirari III.
Joe and Michael -- both of your schemes cannot handle this data without increasing the reign of Aššur-nadin-apli to more than 3 years. Michael will have a minimum of 5 years for this king.
