Being in New Mexico I've been thinking about your inquiry and took another quick look. I don't know if you have looked at the New Mexico's State Historian's website, but it has more info on a large variety of subjects, something new every time I look.

Pertinent to your topic, they have an article on the practice of New Mexico governor pardoning a prisoner on Christmas Day from 1907 to 1910. I don't know if has any information you can use, but it might set some context for you.
