Wyatt, Morgan and Bat could meet him in Deadwood, 1876. That's when Luke placed himself there, as per Hubert Howe Bancroft dictation. From Deadwood Luke went to Ogallala where he got into trouble with a gang which included William Harris, but most likely not our Will Harris.
From Ogallala he went home to Texas in 1877. The natural byway south was direct to Dodge City, which everybody wanted to see in 1877. I would venture to say it was impossible for Luke to bypass Dodge, at that particular time. It so happened that Will Harris was their running his saloon since early '77. Bat and Morgan were also there then, Morgan fresh from Cheyenne. But not Wyatt till early July '77 as you know.
Cattleman Andy Adams wrote in 1903 that, "The officers of Ogallala were a different crowd from what we had encountered at Dodge, and everything went [meaning open carry weapons]."
Luke said he took up residence at Dodge in April 1881, which cannot prove he was unfamiliar with the place beforehand, and/or many of the people associated there.

Interestingly, Walter Noble Burns rendered the Storms/Short confrontation thus, after Storms walked inside:
"These Dodge City fighters ain't deuce high here in Tombstone," taunted Storms. Luke paid off a bet on the queen....
"Say, you Dodge City killer, come on and fight," roared Storms. "I'll give you the first shot." Short took the first shot. Then two more for good measure. Storms fell dead."
