No, there aren't. The goal was "to help Fema pressure communities to rebuild in a smarter, more resilient way."

It didn't restrict "personal choice":
"If private entities want to go in and develop a flood-prone area on their dime, thatís their prerogative, but I donít see why the federal government should foot the bill for that."

FYI: the executive order which Trump repealed: "requires executive departments and agencies (agencies) to avoid, to the extent possible, the long- and short-term adverse impacts associated with the occupancy and modification of floodplains and to avoid direct or indirect support of floodplain development wherever there is a practicable alternative."
