One of the challenges of pre-crime concepts...

Even if we are strongly confident that an individual is dangerous, what CAN we do under our existing legal systems?

While hindsight is 20/20, what could society ACTUALLY do even if they had all of that data in one place?

Let's say we have one file, and in it, there are copies of videos of this person engaging in violent (but legal) actions on video. And right on top is a note that says he is going to do "something stupid".

What CAN our legal system do? Can we incarcerate someone for that? I don't think so.
Can a person be committed to a mental treatment facility for that? I highly doubt it.
Could the gov't even legally get away with expelling him from school? Probably not.

What legally CAN society do given the data had prior to the act?
