house vacant (in FL) for awhile when preparing it for sale, he didn't use a DROP of water, yet still had to pay a minimum sewer bill for even water unused. Even when he lived there, he used to capture all of the water used in the house other than for the toilet by having optional hose drains that redirected the washer, sink, dishwasher, and tub water to huge barrels outside that he used to water his lawn & gardens rather than using more water from the tap. In spite of that and them KNOWING that, he STILL had to pay a sewer bill EQUAL to at least the water used from the tap.

That's not strictly a FL thing, btw. In MA, my late MiL had to pay for "town water connection" when it was offered on the private road she lived on that had never been serviced by town water before. EVERYONE on the road has artesian wells that have been used for more than 75 years since damming up the brook that feeds the man-made lake they all live on. She had NO intentions of going with town water, nor did MOST of the people on the road, but the Lake organization they all have to belong to made an agreement with the town and so EVERYONE had to pay for it personally, as it was for a private road, not a town road. It was done for the benefit of NEW construction, a minimal need that others should NOT have had to pay a penny for since they didn't want it. Nothing she could do about it.

In MA, my late brother had to pay sewer charges for water used and a minimum bill even if NO water was used, in spite of him having a private septic system and not being linked up to the town sewer lines they put in a few years ago.

The price of progress is sometimes grossly unfair to those who've made other arangements.

What I find the most bizarre is forcing the FL guy to do WITHOUT power when they are able to generate it??? Do they also prevent generators? (No, they don't, as my Dad had one to keep my Mom's oxygen machine going in power outages), so WHY not solar power??
