Hundred hour work weeks were easy time 30 years ago. Shipboard is not an easy environment to get rest either. They will do the same 'soul searching' and make some changes...and then eventually as time goes by and the spotlight fades, the reality takes over: not enough bodies to do the missions that are demanded. They know this and they blame those trying implement the demands. Complaints get you demoted or passed over. McCain knows this. I'm a bit disappointed he's part of the problem by not, either arguing for reducing the workload on the military or increase the size of the military to fit the mission. It is what it is.
