ghetto blacks but for whites who too are being shot dead in record numbers. Twice as many whites are killed by cops than blacks. However blacks commit a disproportionate number of crimes and thus suffer the higher number of killings and assorted brutality. I think getting rid of some policies, hiring less emotional officers, and replacing dum dum bullets and hair trigger guns is where to make the change. A tense hyped-upped cop has the safety off and just a sneeze by a detainee could cause the squeeze which sets off the firing of multiple rounds.
