A responding militia in your scenario is passť, and irrelevant. The reality is a armed citizenry is for local law and order on a personal or neighborhood level. And of little to no use in our modern nano-second oblivions. A collective of responding rifle-armed citizens on a battlefield would be cannon fodder for the slaughter.

          If we look at total war scenario's there are plenty of jobs that won't need front line troops, but would be better done by someone with a rifle who knows how to do it.
