How do you define a labor camp?

In three years, health care and insurance escalated cost where even with subsidies, the rise excluded many from participation, choosing to pay the fine instead.

Trump announced he is defunding the subsidies which will result in millions cast out from access to health care because they can't afford that or the insurance. Many if not most are working poor whose companies don't offer health care as a benefit.

Are these labor camps, where the working poor will slowly work to death?
