Arguably, a foreign agent was employed since Christopher Steele is a British citizen, and indirectly paid by the Clinton campaign.

However, I don't know of any statutes which make it illegal for a campaign to PAY a foreign agent for services rendered.

Where the Clinton campaign, and therefore candidate Clinton violated the election law was in not reporting the payment. They bundled it under "legal services", which is incorrect. A complaint has been filed with the FEC and I expect them to be fined. As they should be.
