The Russians hacked into private email accounts and stole information.

That's cyber crime.

Knowingly participating in a criminal activity is usually called conspiracy.

And you keep making the claim:
"The accusation is that they PAID a foreign agent for the information, which is illegal"
What leads you to believe that it is illegal for a campaign to pay a foreign national for services?
