How does that address civil rights trampled by mob rule?

For example, you have a minority demography with a practice "offensive" to a majority, but otherwise harmless. The mob rule majority determines the practice illegal? Under a democratic republic, civil rights of minorities prevent mob rule from trampling those rights. In fact in America it was precisely that practice by the electoral college that resulted in the Trump presidency. The EC protected the minority of rural voters from a decision made by the majority or urban voters.

I can think of all kinds of example where mob rule made life, or could make life hell on earth for the different. Jim Crow laws. Gender bias, and sexual orientation bias, ethnic bias...
