Rather than create a system that delays things at point of sale, create a system of PRE-checks... Kind of like the pre-check system they have with TSA now at the airports where individuals can be pre-cleared and bypass some of the delays at security.

To give an example, some states have a 'buyers card' (named various things) where someone who is thinking about buying a firearm or firearms in the future can PRE-clear. Do the background check and be issued a 'license to buy'. Then, since they have already passed the background checks there is no need for any delay at point of sale.

In Texas, the License to Carry serves this purpose. While the NICS system can (and does) delay purchases for individuals the FBI deems warrant additional scrutiny, IF the buyer has the license, there is no NICS check run because the buyer already has PROOF that he or she passes.

It often takes a few weeks to get the License to Carry processed and issued, once that is done, there isn't a need to repeat that process over and over every time the license holder wants to add to his/her collection.
