The bill can include another older law/program that it ends/cuts/repeals to free up the funds for the new piece of legislation.

One suggestion I heard was a proposal to make every bill die after X years. One suggested 20 years. And assign an expiration date to every existing law setting it so that 5% of laws expire every year.

If a bill can't earn a passing vote once every couple decades, it needs to be allowed to pass into history.
