A behavior that is being enabled frequently gets worse.

The individual will keep pushing until he or she finds the limits. A dog will do the same thing.

How many times did he grab ass privately before he tried it in public the first time and had nobody correct him? How many times had he gabbed ass in public before this and had nobody correct him?

Correcting this kind of behavior isn't that different from training a dog. If the animal understands the limits it will adhere to them. If you never correct a puppy's behaviors, you will have an uncontrollable dog later.
