He conceded the change, but correctly pointed out that the opposition will most assuredly take advantage of the change they are complaining about when the opportunity arises. It's basic human nature.

I COULD be wrong, but I didn't get the feeling that he was trying to justify or excuse anything, only that he was pointing out that, now done, NEITHER side will put it back to 60. They'll both take advantage of the change and complain about the opposition doing so the whole time. That's why their approval ratings are in the toilet.
