a quantifiable time frame that the development structures for awareness and consciousness are present. On average, it is about 26 weeks. That is a reasonable time frame to limit abortion to and prevent afterwards except in certain defined situations that warrant exception. It does not matter whether or not a particular fetus has the development capability, the carved in stone date can be set at 26 weeks from conception, which a doctor "determines" at the first visit when pregnant, to establish a due date. There's some wiggle room in it, but there's no reason to allow ANY wiggle room later on since a pregnant woman CAN dispute the date well before 26 weeks if she believes the doctor is wrong.
