Each state doesn't get to decide how many electors they get, only how they choose them.
What it doesn't say is that they may COUNT them any way they want, which is what I was talking about when I discussed how they are AWARDED (to whomever won them or winner take all) As a matter of fact, they were ORIGINALLY counted individually in the way I said it was set up to be done so that NO state was red or blue, but purple. For CONVENIENCE, most states eventually changed it to winner takes all, but it was NOT written that way.
