in a few months. They were scored and compared nationally. I remember it CLEARLY because I was in the 98th & 99th percentile nationally in every subject but math, where I was in the 95th. I'm pretty sure that we called them the "Iowa tests" but they were the ITBS (Iowa tests of basic skills)

You're simply WRONG. National tests have existed for DECADES... The Iowa tests were given from Kindergarten through Grade 8 and YES, they were scored on a national basis.

The ITBS test, also known as the Iowa Test of Basic Skills is a nationally administered set of exams designed to assess the abilities of students. Subjects tested include Language Arts, Reading, Math, Science and Social Sciences.
