I've said this for years...we need beat cops. I read something once that Tokyo - for all its immensity - has little police stations on the corner every few streets, every neighborhood, and a couple of cops work out of them. They go around and talk to people, people invite them in - because they trust them and know it's in their interests to know the local cops.

War on Drugs really turned our cops into paramilitaries. We need to stop that and turn it around.
