It was somewhat ambiguous because it was all crammed together, but I think he was just saying that the idea of it being a coup was mistaken from git to go because there is no ethical or moral dilemma involved, simply a legal one. Then veered off to suggest that what Nixon did (Agnew resigned, Nixon appointed Ford, then Nixon resigned) would allow for the continuity of "party" without dicking with the line of succession.

I phrased it as ethical/moral dilemma because they'd have to compromise ethics to KEEP their guy to avoid allowing the opposition to take his place.
