I doubt that the Governor can execute a power that the State Constitution does not give him, and it does not give
him the power to appoint anyone to a position that the Constitution already provides a mechanism for replacement.

I think that makes it, by the letter of the law/Constitution, illegal for him to appoint someone as Lt Governor, since
the Constitution already provides a mechanism for replacement of the LT Governor.
