HOWEVER, I do think that securing an international border IS within the purview of the Department of Defense, and, as such the US Army Corps of Engineers.

I don't see that tasking the DOD to secure that border would be outside of the scope of a Commander in Chief, and within that the DOD budget could be used for both manned and physical security structures.

Now, I do know that a number have argued that would be using the military to secure a border would violate the Posse Comitatus Act of 1878, but I would say that securing an international border is not a matter of law or policy and falls within scope.
