The challenge, I think, lies in the initial setup and presented premise. Regardless of how it is done, others may choose to play in the offered playground if given a chance, although who those people are can be wildly variable.

There is a current day "bra free" movement going on, with Hollywood A listers participating, based on mostly anecdotal research linking bra use with increased breast cancer rates. (I am more likely to go with there being a correlation between breast size and the incidence of breast cancer, with bigger breasts having a bigger risk, and due to their larger size, the woman is more likely to seek additional support--by wearing bras. But to each their own.)

Related to this is another (also largely anecdotal) claim asserting bra use _causes_ breasts to sag more than they would have otherwise.

In addition to that we have Free The Nipple and sexting as ongoing things.

Free the Nipple and "how it's done" are probably the two most relevant items taken together at present, at least with a little "Girls Gone Wild" thrown in.

Too Freedom has been a right specifically granted by the courts in Ontario and New York for example, but women aren't exactly lining up to go running around topless. Granted, it seems a likely majority of women in those areas don't know they can do so, but even so, most of them would likely take considerable coaxing to shed their top, never mind their bottom. Of course, most women are also well past the point of being a college coed.

Which brings us back to Girls Gone Wild and what they observed as "a ringer effect" among vacationing coeds. Some coaxing is still required, but most importantly, "somebody else" (the ringer(s)) needs to be the first one(s) to start stripping down in public.

Women are far more competitive creatures than they care to admit, and part of "the unwritten rules" seems to be that they "not be the one who lowers the bar" on behavior(because "those girls are sluts"), but if somebody else has already done so, following suit somehow becomes more acceptable.

GGW only had the objective of getting them naked briefly. You're talking about a longer term objective, and that's going to take a LOT more to push things past a tipping point. AFAIK, the only known example of a college campus nudist is UC Berkley, and that involved a single male student. As that was the acknowledged basis for The Volunteer.

I suspect that for a near campus wide uptake of female nudity to happen, somebody would have to have been likely to have deliberately "put a hand in" to make it happen, and somehow had a "cast" of (a dozen+) people in place ready to play the role of ringers once "the right cause" was found to justify their activities, and allow that group of "ringers" to keep turning up nude. It also wouldn't hurt if the weather also happened to provide incentive as well. ;)

Now those "ringers" may not actually BE literally such, but it still becomes a question of how a dozen+ ("activist") female nudists/exhibitionists happened to be enrolled at the same school at the same time.

And I am suggesting a dozen as the lower bar because you'd need their presence on campus to be both undeniable and unavoidable. This also means they cannot be enrolled in the same courses of study, they need to be spread across the student body. So it isn't just "that naked chick I sometimes see in the halls" but also is in one of my lecture halls, and this other one is in a lab class with me, etc.

A sorority could be employed for this purpose, but with caution. It shouldn't only be sorority members doing so, or even comprising a majority of the (early) protestors, or else it becomes "a crazy sorority thing" which can be dismissed. (And how a sorority responds to discovering "one of their sisters" is among the nudists could be interesting, particularly if it was a member with significant rank.)
