Welcome to the chair caning forum Mr. Stafford! But could you please introduce yourself so we can know a bit about you? What state do you live in and what's your weaving experience been so far? Then when you make a post, sign it with that information so we remember who you are. What's your first name too since Mr. Stafford is kinda formal and we're not formal here on this forum.

There are a lot of these aluminum folding chairs that people have rewoven using macrame cord and they look really cool and stand up well in the elements. There are pattern books available on the market too. I have a couple myself, but have never tried weaving one. Just do a Google search under images. Or, as someone mentioned before, just use the strapping material. Paper fibre wouldn't last long outside, so you'd have to use this inside only or bring in when it rained.

Gosh, just wondering why you would choose to rush or cane an outdoor piece like this rather than use the replacement material which is cheap and easy to install.
