There is a biography &c. of Thomas Chilcot on Wikipedia, and several other sources of information about his music and his association with other notable musicians in Bath. One of his pupils was Thomas Linley senior. He did compose music - that still in existence comprising songs and concertos, and some of these are available on CD &c. Unpublished sacred music includes 4 anthems, a Jubilate, and an oratorio, but these appear to be lost. There is no mention of Chilcot in the Hymn Tune Index as a contributor of psalm or hymn tunes in any collection of the period, and no reference to 'Chilcot' in any manuscripts that I've looked at from the Somerset area, or elsewhere.
