Maybe make him Sit when he feels unsure and wants to turn around, squat down next to him and just reassure him, maybe offer a treat of high value and keep reassuring him until either they pass by, or maybe start with a few feet at a time, like 10 ft closer to traffic and kids, then 20 feet closer, and so on to desensitize him to it?
